FIFA 2003 Keyboard Controls Problem

In FIFA 2003 have a very strange problem, firstly when the keyboard controls are changed they save, but after restarting the game the controls sprint w and long pass did not saved. How to solve this problem the config in save folder is 0 kb? System Windows 7 64-bit. Please help.
